As with most Expert Panel and Task Force meetings, lunch and coffee (only) will be provided on both days.

Purpose of the meeting:

The purpose of the meeting is to prepare the revised text for 'The Guidance Document on Techniques for Preventing and Abating Emissions of Ammonia' in conjunction with the preparation of a document outlining proposed options for the revision of Annex IX of the Gothenburg Protocol.

The Ammonia Guidance Document and the document on options for revision of Annex IX prepared at the Dublin Meeting will be forwarded to the 3rd meeting of the Task Force on Reactive Nitrogen on 24-25 November 2009, near Amsterdam. The TFRN-3 meeting will allow for discussion with the TFRN National Focal Points, where the documents will be finalized. Following the TFRN-3 meeting the documents will be submitted for consideration by the Working Group on Strategies and Review (WGSR). As the purpose of the TFRN-3 meeting is to agree the finalized documents, any members of TFRN who wish to propose new options, should table these for discussion at EPMAN-3. Further details on the overall process can be found in the 'next steps' document.

The revised Guidance Document should cover a large array of measures for ammonia abatement in support of the Annex IX revision. EPMAN-3 will bring together the discussions and considerable progress achieved at the April 2009 meetings of EPMAN and TFRN in Garmisch.

The EPMAN-3 meeting will be focused on the following items:

  • Low emission land spreading of manure and mineral fertilizers
  • Livestock feeding strategies
  • Low emission housing of animals, especially cattle, and manure storage
  • Options of how to consider possible farm size categories.
 

Three parallel groups will handle the first issues, with the last being considered in plenary.

Draft versions of the texts will be available from the 1st September on the TFRN website. All TFRN and EPMAN members are invited to send their comments and suggestions until 14th September. This will allow material tabled for the meeting to be considered in advance. Please, pay attention to the mentioned dates.
